Power Density for a 4 Kw Marine Radar at a distance of 2 meters, with
the antenna turning, is well below the spec set by the FCC for safe
operation. This will change if you stop the antenna, as you get a lot
longer exposure if it is directly focused on you. The 10Kw models will
exceed spec'd Power Density if you could keep your body inside the
rotation of the 2 meter sweeping antenna, but you will receive more
injury from having the antenna hitting you in the head as it rotates,
than from the energy coming from the antenna. We are talking Commercial
Marine Radars here, Not Military, or Government Issue Radars.
