Yet some of the same people who worry about cell phones will sit in 
the direct beam of a 4kW marine radar less than 6' from the antenna.

I'm a marine surveyor (inspector) and the owner of this boat was a 
little unhappy when I recommended that the radar be moved to a mast 
above the level of personnel.  The boat operator and perhaps family 
and guests normally sit behind the thin fiberglass coaming that the 
radar is mounted on.  Obviously no one got severe burns yet, and of 
course, radar pulses are short.  But sitting  in the direct beam for 
hours doesn't seem to be the smartest thing to do.  Anyone know 
whether this really exceeds FCC standards?  - J. S.
