It is most valuable during emergency activities where one needs to
track emergency response (ambulance, etc), communications, evacuation, 
and supply vehicles.

It is also a good tool for access to radio-linked personal weather
stations.

On a daily basis I also am not sure why one would want others to
be able to track ones movements!
