Holiday greetings all!

As John mentioned earlier, IE8 is still available from Microsoft here's the
direct link:

However, UNinstalling IE8 can be a headache depending on when IE8 was
installed/upgraded vs Service Pack 3 (SP3) for WinXP.  If IE8 was installed
*before* SP3, then SP3 needs to be uninstalled (along with subsequent updates)
prior to uninstalling IE8 or it will balk.  If IE8 was installed *after* SP3,
then this shouldn't be a problem.  MS could have saved a few headaches by
including IE8 as part of SP3 (they were released almost at the same time), but
they didn't.

After installing IE8, make sure to run Windows Update to get the most
up-to-date patches for it.  After the requisite reboot, run Windows Update
again (and reboot, ad infinitum) until no additional updates are required.

Just realize that IE8 is long out of support and has many security holes...as
such, use with caution (e.g. ONLY WHEN NECESSARY).  I would advise a newer
browser (such as Firefox, Chrome) as your "regular" browser when using XP.
Better yet, build a Windows XP virtual machine using VMWare, VirtualBox, or
even Microsoft's Virtual PC to run IE8 when needed - this will "sandbox" IE8
(and XP) to reduce the possibility of malicious activity affecting the rest of
your PC.  I primarily run Windows 7, but have WinXP SP3 VM's to do certain
things that XP is (surprisingly) better at.

Although I did not come up with a method to uninstall and reinstall IE8 that I
was willing to try, the next day the problem with the Stamps.com software
fixed itself.  From which I concluded that the problem was at their end, given
that between the last time I tried it when it didn't work and the next time
when it was back to normal, all that I did was sleep a few hours and take our
dog for her morning walk.
