It can be done via the "fsutil" command-line command or via the registry.

According to it (and the Microsoft reference sites I also just looked up), 8.3
is still *enabled* by default in Vista/7, but it doesn't seem to be that way
on any of my Win7 systems. To check, you can use:
"fsutil 8dot3name query"
at a command prompt and it will show your current setting. On my Win7
systems, it returns a value of "1" meaning 8.3 is disabled on all volumes (as
opposed to the default of "2", enabled on a per volume basis). It may be that
I performed some tweak I forgot about to my systems that disabled 8.3 naming.
I use SSD drives and perhaps one of the performance tweaks was to disable 8.3.
So, use the query to see if 8.3 is enabled or disabled on your system(s) and
modify as appropriate.
