A trip to Walmart, etc and you'll find something along the lines of "Wireless-G" or "Wireless-N" routers. These are simplified terms for 802.11G/N standard. N is faster than G. Prices are decent, and there should be 4 ports for 10/100Base Ethernet, as well. Just looking at the diagram, and a quick hookup should have your desktop online with little or no hassle. Setting up the wireless shouldn't be hard. Most routers' configuration menus are accessed through your web browser. 

This is all assuming that your modem (cable/DSL/what have you) is using an ethernet connection, or has one available. 

It's a little older, but I love my Linksys WRE54G router. PC's, smart phones, tablets, and video game systems have all used it here.

No idea.  Looks like more work than worth it if it would work.  Can get
cheap devices already wired.  Have him get a local (no ham license required)
to help him.  Common knowledge these days wiring up many devices to be
shared on the internet.  Need to know how his PC accesses the internet too.
