There is a nice 'Favorites' feature in IE9. If you rt click on the IE9 title
bar, you can enable a 'favorites bar'. You can put all your favorites along
the top of your main IE window in small icons and/or folders and they will
remain there from session to session unless you delete them. Once you enable
the favorites bar, when you are on a site you want to easily get back to,
just click the small star at the left of the title bar (green arrow pointing
right) and it will place a new URL icon in the bar or you can drag the URL
itself, your saved favorites, or favorites folder(s) to the bar. You can
rearrange the icons and folders by dragging them and also rename the icons
and folders with a rt. Click.

If you want the favorites folder to remain open just drag it to the desktop.
