Ken,
35% would be 1 part concentrate to 2.86 parts water and 3.5% would be 1 part concentrate to 28.6 parts water so if you mix the solution as follows.
1 part concentrate to 28.6 parts water minus 1 part concentrate to 2.86 parts water equals 25.75 parts water.
So if I am right if you mix 1 part of 35% solution to 25.75 parts water you will have a 3.5% solution.
