Were you trying to restore from a back-up that was on a separate
(perhaps external) hard drive? If so you should be able to restore the
files. IF you were trying to restore from a backup that was on your
primary (operating system) drive you probably lost EVERYTHING when you
formatted and did a new Windows install. In that case it's highly
unlikely that you'll be able to recover anything.
Now, you can try a (free) deleted file recovery program like Pandora.
It is very good at recovering files that have been deleted, BUT it won;t
be able to recover anything that has been overwritten.
When you delete a program from a hard drive, it's not really deleted,
but instead the space is marked as being "available for use". Using
Pandora I've recovered as much as 200GB of files from an external drive
that I had previously re-formatted to get rid of a virus. But in that
case, after formatting the drive I DIDN'T write anything to the drive
and specified which files to recover (avoiding the folder that had the
virus). All the files were usable and 'clean'.
NOTE: IF you decide to install a file recovery program, DO NOT install
it on the drive that you want to recover files from. ALSO, DO NOT
specify that drive as the place that you want to save the recovered
files to as that can overwrite files you want to recover. Use a
separate hard drive for recovery. . .
