[Ham-Computers] W98 On/Off

In addition to my XP machines, I have a couple of W98SE laptop machines, and a few others.

I wonder if anyone has ever had the problem that I describe below, and solved it, or has an idea what the solution might be.

One of the laptops, running the OEM version of W98SE that came on the machine from the manufacturer (Gateway 2150 Solo), when powered down with the familiar Start/Shut Down/OK, powers down in the normal, orderly (some would say slow) way.

The other laptop, running Windows 98 Plus that came with the machine when I bought it (Panasonic Toughbook CF-27), powers down the same way, and, in fact, the screen and LEDs go dark and stay dark, meaning it is off.  Or at least I thought it was off.  Then in a few hours it turns itself back on without human help.  When this happens, and it's very repeatable, I power it down again, make sure it is dark (off), then unplug the AC power adapter from the laptop, leave it unplugged for a couple of hours, then replug it to the AC adapter, and it stays off.

I wondering about hibernation or stand-by or something similar, but when I go into power management for Windows 98 Plus and look for a tab for hibernate or standby, there is nothing.

Am I looking in the right place?

Wish Aaron was still around, but do any of you have experience with this, or maybe a good guess?
