[Ham-Computers] Lines on Laser Printer Output?

We had been seeing some lines on the output of our Samsung 
ML-2251NP
laser printer for a while, even after we replaced the 
original toner cartridge
with a new one.

Does this suggest that the drum or something is bad?

The cheapest replacement toner cartridge is a non-Samsung 
for $41.  I don't
want to spend that money if the printer is likely to 
continue producing the
unwanted lines.
