Windows licensing won't affect network connections. In fact, a network connection is just about *required* with newer versions of Windows in order to perform activation. BTW, Win2K does *not* require activation.
I suspect that the problem may lie in how Win2K was installed. Once the OS was installed from the CD, were any additional device drivers installed? For example, chipset support, video drivers, audio driver, network adatper driver, modem driver, etc? If not, this may be the root cause of why you can't get the PC on internet.
I recently posted a message to another list user concerning Windows installations and driver installation order - did you happen to catch that post (if not, I can re-post it). The notes were specific to WinXP, but also apply to Win2K, ME, and Win9x. In essense, if the low-level chipset drivers for the motherboard are not installed immediately after the initial Windows installation, then some components may not be properly recognized - as such, they may not work properly even if you have the appropriate drivers.
Yes, "confusers", as you put it, are definitely confusing, esp when it comes to installing an OS from scratch. Most are unaware of the intracacies of installing the proper drivers and in the right order. As you may have noticed, even many of those who work in the industry (or support it) may be unaware of proper driver installation.
Let me ask another quick question...by what method is the computer being hooked up to the Internet? Is it via dial-up on a good ol'fashioned analog modem, or is it via an ethernet connection to a DSL router or cable modem (or perhaps via a USB port)? One last question, is Windows 2000 currently working fine otherwise? If so, the next step would be to take a look at the Device Manager, but we'll save that for later. Please answer the questions posed so far and we'll go from there.

Do you know of anyone selling Windows 2000 operating system?
With the long drawn out "fiasco" I have been through with my Dell Dimension 4100, circa 2005, I am still not able to get the
darn program on the internet. I loaded a copy sent to me by a list member. It loaded fine. Even installed my HP Deskjet 722C
printer software and printed out a test sheet which came out fine. But, a technician from my ISP could not get it on the
internet. I suspect because that has something to do with licensing? The tech seems to be new and eager to learn so I
am still in a delimma!
I am so frustrated that I am willing to buy a new copy of Win 2000 (if it doesn't cost an arm and a leg!) so I can get this darn
machine working properly on the internet. It came with Win ME installed which has just about made an old man of me, tho'
