yes, Office 2007 inaugurated new formats that are naturally incompatible
with earlier versions. Another great MS innovation. There is nothing
to speak of in the way of improvements in 2007 but of course it's more
bloated and sucks up way more system resources.
There are a few different converters available, some from MS, some not.
They're generally pretty reliable.
An alternative is to use the free, open source Open Office. It will
open Office 2007 natively, as well as save in most formats in addition
to its native format.
We have run up against this at work and had to make all sorts of
decisions based upon it. We're keeping 2000/2003 and using Open Office
too. Most don't notice the difference.
What you're seeing is typical of Office 2007 users. There is no thought
given to what everyone else is using so they're sending documents out to
people and businesses that can't open them. Not a good idea, especially
for job seekers. (2007 can be set to save in 2000 format)
