.NET Frameworks 1.1 (sp1) and 2.0 are "complementary" - one doesn't replace the other, so you'll need both if an app is specifically written for one or the other.  So, the answer to your last question is "no", you did not need to un-install 1.1 first.
 
Have you tried running a manual Windows Update?  If the patch is listed, then install it and, hopefully, it will update the appropriate patch list on your system.  The only other option I can think of is to un-install .NET 1.1 (the hotfix first) and re-install it via a manual Windows Update (it's in the "Recommended" section).  When you re-install, it will require at least 3 reboots (and Windows Updates) - one for the base .NET 1.1, then .NET 1.1 SP1, then the "hotfix" for .NET 1.1.  Additional reboots may be required for additional patches.

OS is W2K.  I have a security update for Microsoft .Net 1.1 SP1 that won't install.  At the time it came in, there were some other updates as well and they all installed OK.  Can someone tell me how to delete whatever keeps trying to get me to install this (and keeps the flaming globe in the system tray)?  I could then manually download and install the offending update.

Second question.  Add/Remove Programs shows .Net 1.1, .Net 1.1 Hotfix, and .Net 2.0 SP1 as being installed.  Should I (or the system) have uninstalled 1.1 before installing 2.0?
