[Ham-Computers] Windows 98 Second Edition Full Install Question.

I have been using a Windows 98 SE upgrade disk for users of 3.1x and 95
since '98.  Now I am having trouble upgrading some computers due to their
hardware.

I have an IBM ThinkPad 770 that has an option to boot from the CD or FDD,
but no with both in the computer at the same time.

My question is this:

Was the Windows 98 Second Edition full install done from a bootable CD?

If so, is it likely that I could set the computer to boot from CD, then put
in the full install 98SE disk to boot and install 98SE on the computer?
