In the strictest sense of the definition, "no", they are not "identical" because they are from different manufacturers.
Generically though, they are the same "type" of memory modules - Unbuffered, non-ECC, PC2700 DDR DRAM modules (aka basic, everyday PC2700 DDR RAM). Some RAM companies use the "U" (Unbuffered) to differentiate from other types of modules such as "FB" (Fully Buffered), or, "R" (Registered).
Are you going to "add" one of these to a system in order to "upgrade" the RAM? If so, all the normal "caveats" (or "gotchas") apply when mixing RAM modules - "different" modules may or may not work with each other; it's best to "match" modules, at least in "pairs".
