Are the percentages of cpu use adding up to close to 100?
If you don't have IE or OE open while this is going, you should take a 
look at what starts up with the computer.  IIRC, msconfig will tell you.

Someone earlier mentioned starting in Safe Mode and checking the task 
manager to see if the system was still using too much cpu.  If it's not, 
you have verified that there's software running that shouldn't be.

There's a program that gives you a better idea of what is using what... 
IIRC it's Process Explorer.  It's made by Sysinternals, which was bought 
up by Microsoft.  It's free.
