Assuming he hasn't used his original copy anywhere else, if he reinstalls
it, then it would be the only computer using that serial number and license.
I believe dealers and service shops can get a "block" of OEM serial numbers.
If they sell the computer or restore it for a customer, they use an OEM
serial number and scratch it off their list. There's no installation CD
included.
