Definitely not worth repairing unless you have some "attachment" or critical need for that particular drive. Average "component level" labor rates are $80 - $120 and a new drive will cost betwen $25 and $75 at Newegg.
Same with the floppy drive...costs about $7 for an internal replacement, $20 for a USB version.
Have you tried a cleaning disc for either? Most common problem with optical and floppy drives is a dirty head. You can get a wet/dry floppy cleaning disk at your local office supply store (Staples, Home Depot) or better stocked computer stores. Careful though when using a cleaning disc for DVD drives - when it comes to DVD-writers, the cleaning brushes can knock the optical lens out of alignment, but if the drive is un-usable anyway, it might be worth the risk. Another option is to disassemble the drive yourself and use a cotton swap wetted with camera lens cleaning solution to carefully clean the lens. You typically just need to remove the top cover of the drive to see the optical assembly. Kodak lens cleaning solution can be found in any camera store for about $5.

Does anyone know of a repair place for DVD problems?
Mine, after long telephone session with Dell Techs arrived at the
diagnosis that the laser was defective in the DVD.
Also have a problem with the 3 1/2 inch floppy drive.
