Lloyd,

There are several software programs on the typical Windows based machine 
that allow for this. Check in the menus under 'effects' or 'view' for the 
option.

You can download what I believe is one of the finest graphics/photo programs 
at any price, this one is free, called IrfanView version 3.97 The author has 
received reviews comparing this free program to the very best photo/graphic 
programs. Do a search for it by name and enjoy!
