[Ham-Computers] cannot open a secondary window

Greetings everyone,
I have problem in that i go to a site and it has a
link to wherever, a file, a program download site
etc.
When i click on the link to see the result, the
window opens for a couple of seconds and then a
message comes up saying GRRRRR, a popup blocker may
be stoping the site opening etc.
I only run Norton internet security and don't have
another popup blocker.
There is nothing showing up in the add/ remove
programs list. can anyone help as to the method of
getting rid of the problem.
Have turned NIS off but to no success and IE does
not have one listed in the tools.
Any help would be appreciated.
Running w2k. advise if you need more info please.
