[Ham-Computers] Network Activity Icon Background Turns Black

I have the network activity icon on this W2K machine turned on and visible in 
the tool tray.  Does anyone know what it means when the square background 
around it turns black?  For further info, I also have Norton IS 2003 and PC Tools 
Spyware Doctor running at the moment.  Neither of them have popped up any 
warning.  The black seems to show up coincident with inbound activity, but not 
every time there is inbound activity.
