Gene,

Problems with your son aside for the moment, if you really have your first 
network set up as you say you do, it isn't set up correctly and the router is 
serving as a switch (like a hub but faster).  The cable modem should not be 
connected to any computer.  It should be connected to your cable service and to 
the router.  There should be a special port on the router for this.

Then all other connections are made to the router or at least on the router 
side of the LAN.

As far as the other problem goes, I've never used the Belkens but if it has 
settings for hours of service that should do it.  If not, just turn off the 
router.
