Also try vacuuming out the fan.  If the fan stops (even by gunk) some PCs
will shut down.  May sound weird, but I have seen this fix a PC.  You can
then replace the fan if it does start working when the fan is spinning in
case the fan is on its last legs.

I have a computer over here that wont turn on, and when I plug it in the fan
turns briefly and then quits. I'm guessing the power supply went out in it,
but wanted some opinions.

Or maybe what to look for.
