[Ham-Computers] Question about power supply in computer

Have you tried shining a bright light into the power supply
to see if something is physically binding the fan?  Perhaps
heavy dust buildup or a piece of thread or something?

Also, have you tried disconnecting everything except for the
power supply to see if it runs OK then?  (If it is an ATX
then you need to short two wires to trick it into powering
up the supply but I cannot recall real quickly which two.)

If that works then you will want to reconnect the mobo with
everything disconnected, then one by one each of the other
devices until to find the one that is causing the problem.

Also, when everything is connected try disconnecting the
AC line, powering the PC on, count to ten slowly, then
reinsert the AC line and try to power up -- there could
a cap that is not draining properly due to an odd power-
down or a surge or something.

Nothing else occurs at the moment.  HTH.
