Might be a little late on the answer, but you need to press <F8> *before*
you see the WindowsXP logo.  It's a timing thing.

Often, the computer's POST screen will clear before the system boots - press
<F8> after the screen clears.  Or, if your PC is set to check the floppy for
a boot disk, then press <F8> immediately after you hear the floppy drive
check for a disk.  Basically, press <F8> sometime after the computer POST,
but before you see the WindowsXP logo.
