Is the IP set by you or DHCP (automatically)?

check the router's logs for the IP.  
If DHCP, check to see if your router is serving out the addresses and
exclude the range.

See if you can disable that PORT, as opposed to restricting the PC's IP.
Check if you can disable everything period or only allow your PC/IP/MAC
address.

Can you set the router to require a password to allow traffic in
general?  Or maybe when it's powered-on?
