John,
Sounds like Auto Arrange has gotten selected. Minimize or close all running
programs or single click the Desktop icon immediately to the right of the
Start button. Right click anywhere on the screen (Desktop) other than over a
program icon. Move the mouse pointer to the Arrange Icons bar and then over and
down and uncheck Auto Arrange by single click. You should then be able to
manually move your program icons anywhere on the screen (one at a time).
