A cheaper still alternative would be to download 'the GIMP' which has
been ported from linux to windows. It's just about as good as Photoshop.

If you're using linux just use the 'convert' command e.g. 

convert -size 120x120 cockatoo.jpg -resize 120x120 
            +profile '*' thumbnail.jpg

the +profile option removes EXIF, etc encoding.
