IMHO, the absolute *best* freeware image viewer available is IrfanView.
This app is highly regarded and is available at http://www.irfanview.com.
It supports just about every graphics format known to man and also supports
various multi-media formats (.AVI, .MPG, .MOV, etc) with the appropriate
plug-ins (also free).

As for printing, you probably don't need to resize first.  Check to see if
whatever program you're currently using has a "fit-to-page" option.  Certain
print drivers also support "fit-to-page" natively...you'll need to go to the
"printer properties" dialogue to look for it if your app doesn't have a
"fit-to-page" option.  BTW, IrfanView supports "Best fit", "fit to page",
"original size", and some "scaling" options.
