In any NT based OS, many "settings" and files are kept in individual "profiles". Depending on the OS, the profiles are stored in folders named with the user's ID. In the profile folders, there will be several additional folders - each with a purpose (and some are hidden by default). It's here that you find your Temp Internet Files folder.
With NT4, profiles are generally stored in the "\WINNT\Profiles" folder. Win9x didn't use profiles by default, but apps could create them if needed (Outlook, for example). Win9x profiles were stored in "\Windows\Profiles", but I've also seen apps create a "\Windows\Applications\Profiles" folder. Win2K/XP have a new folder in the root named "\Documents and Settings"; this is where profiles are stored in these OS'.
In your situation, in WinXP, IE's temp internet files should be in the "%userprofile%\Local Settings\Temp Internet Files" folder. However, "cookies" can also be found in a "cookies" folder. The "history" file can not be deleted while you're logged-in - on top of that, you can't view it as a "normal" folder without some system tweaks. And, as a final kicker, IE has a "bug" where the history file isn't cleared properly leaving traces of where you've been since you first launched IE. This bug is supposedly fixed in IE6, but some say that it still occurs. BTW, Win9x IE temp internet files are kept in "\Windows\Temp Internet Files" and "\Windows\Cookies" folders
If you really want to get rid of all your IE related temp files, try using one of the available apps on the market. One of the original freeware apps was Spider. It will scan your entire drive for IE temp and history files and clear them. Make sure to specify a full search - the default is to search the current user profile. It hasn't been updated in a while, but it still works. You can download it from the author's website at http://www.fsm.nl/ward/.

p.s. Oh, if you're using Netscape, all temp files are kept in Netscape's own profile folders. Where it is depends on what OS you're using. Netscape also keeps all cookies in one file (per user) instead of IE's one file per cookie. Same with bookmarks (all in one file rather than one file per bookmark)

In Windows XP under Internet options, is there any other place that these
files need to be deleted and also how about History files, any other place
than Internet options?
Somewhere in the back on my head I think I have to go into Windows Explorer
and do the same thing to completely delete these.
Am I right or wrong.
