What you failed to tell us, is what version of Windows? Have you upgraded since
you used MS Paint? the program either lets you save it as a certain format or
not. Either MS Paint is missing files, or there is more to this story.

Can anyone explain why some versions?? of MSPAINT allow writing a .jpg
file and others do not.

Is it an accessory add-on??

I had that capability until I had to reload windows. That I know of, no
modification of MSPAINT was made, but after the reload I do not have the
capability to write .jpg files.
