You must be of the clan that believes every thing Microsoft says.
Sorry to have to say this, I am a software engineer and developer. I
talk from
"real" world experience. You read and believe anything you read.

The only documented situation where that is the case that I could find
is:
"This behavior can occur because the version of the Scandisk.exe file
