Well the printer I am specifically talking about is a Canon BJC-4000, 
but it appears the problem may be a connector somewhere as there is NO 
print at all after cleaning both the "head" and the cartridge.  Nothing, 
Nada, just white paper.  Seems like at this point it must be 
electronic....much closer to my expertise than ink tubs.

I got the Epson Stylus C42UX running and with new cartridges it should 
be fine.
