[Ham-Computers] win98 failure to shut down??

Hi,

I'm wondering/hoping for a simple answer to my following relatively minor
win98 problem.  I have a number of PC's running Win98, but two (a Dell 266
PII and a Radisys 5500 450MHz PII) have developed a problem in which when
the shutdown command is issued, the PC begins to shut down, goes to the
"Windows is Shutting Down" screen, then freezes...the "it's now safe" screen
never appears.  The net result of this is the power must be killed and on
next boot, the "Windows was not properly shut down" procedures are
triggered.

I can't swear to it, but I think both of these happened immediately after a
Norton Cleansweep "safe" cleanup.  I guess I'm hoping someone may be
familiar with this issue and the answer might be as simple as "copy file
xxx.yyy from a working PC and place it in the xyz directory, etc.

any insights would be most appreciated.
