I checked Firefox first because its what I mostly use. It loads the
page fine with frames. However, after seeing this I tried to open it in
Edge (new replacement for IE) and it opens as before with empty frames
and error messages that it can't open the content in the frames and do I
want to open it in a new window. It showed the cartoon page. I then
cleared out the browsing data and it loaded correctly. So, if you are
still seeing the cartoons try clearing browsing data or whatever its
called in your browser.
