Generally, Carbon Composition resistors age high in value.  Sometimes 
showing twice their marked value.

I would recommend an auto-ranging meter for all the trouble shooting. ( a 
cheap one at Harbor Freight or MCM Electronics is perfectly adequate)  That 
way you're not wasting time flipping the range switch to measure the various 
resistors (or voltages).     Without caring where they are in the circuit, 
just put the leads across the resistor you want to check and read the meter. 
If it's WAY low of what it is marked, chances are there a low resistance, 
maybe a coil or choke, across it.  If it's at or higher than the marked 
value, it's probably an accurate reading.   To be sure what you're reading 
is in fact the value of the resistor, it's time to identify it in the 
circuit.

Get some blue masking tape and stick a piece on any part that's suspect. 
Check all you can get to and go back later to figure out where they are in 
the circuit.

There's obviously a lot more to restoring those boatanchors.

Good luck and have fun.  It'll be quite satisfying to find those "bad" parts 
and replace them.
