Drilling glass does not require "special techniques".
My local Lowe's Home improvement center carries diamond tipped bits JUST
for glass and ceramic use.
One must simply take care *not* to "force" the process.
It can easily be chucked in one of the smaller drill presses. I have
even used these bits in a battery powered Dewalt drill and have drilled
glass and ceramic.
I have NOT broken either glass or ceramic items.
Any local glass emporium can cut the circles you specify. If you really
want to simply expend more $$$, they will even make the holes for you.
Just $0.02. YMMV
I've been doing this for the last four or five years.
I've drilled the glass for a handmade oriental coffee table, actually a
copper-lined table intended to cook in the home in countries in Asia.
The center section has both a wood piece to put in place, and for
ornamental intent, also a glass piece.
The original glass piece simply cracked. I ordered one locally and
drilled the hole where the brass ring to lift it with had a piece of
brass resembling a cotter key go through.
Worked absolutely perfectly.
Just follow the: "One must simply take care *not* to "force" the
process." concept.
