Folks,
I also queried the hams on the USS Midway. Consensus: the radio was was part of the checkout equipment..could be a S-76 VHF/UHF radio to check out the modified AN/APS-15 a radar tail warning radar (310 MHz). It was used to determine the height above ground so that the detonation would occur at the precise height.You can see the antennas on the device. 

I agree with this group that it looks like an S-27 who also suggested its use as a proximity fuse tester.
