I had this exact problem (except at the low end of the band) on an HQ-180A. Advise from the Glowbug list led me to change the Local Oscillator tube (which checked fine on a tester) and that was the problem.
My SP-400SX does the same on the low end of the highest band (20-40 MHz). I get signals from about 25 and up. 15 meters is nada. LO is a 6J7. I have made one swap with no improvement but they tell me it may take several tries to get a tube that will stay in oscillation across all desired freqs.
