It is the cathode resistor on V8 pin 8.

As I said before 
As I said before the S-meter is the last thing you should work on. Everything else must be working to spec before the s-meter will function properly. Any gain problems, regeneration, oscillations or alignment errors will cause the s-meter to function improperly.
