Then, and only then, ACT.

it might be that use of a single edge razor blade, or Xacto knife, will slice through the glue.  I seriously doubt that it's anything substantial; probably something like Duco cement or some kind of model airplane glue.  Neither of these adhere well to metal, so after 20-30-40 years, they should be easy to deal with.

Oh, one more thing about chemicals and glues... beware of getting the stuff on your fingers and then touching the meter face.  You will have beautifully-etched fingerprints in the plastic.

If you put acetone around the emblem in an attempt to soften the glue, and it leaches in beneath the emblem and face and gets into the set screw, you're screwed.
