Good morning Joe:

You can measure the internal components of the sub-chassis from tube pins 
and outside connections without removing it.  There are no paper capacitors 
in the sub-chassis, just ceramic disc.  The oscillator is not active.  That’s 
why plate voltage is low.  Is the plate voltage the same for both USB and 
LSB?  Change the 12AT7.

Make sure the switches that control the functions in the sub-chassis are 
making before you do anything else.

Hi All,  I'm trying to get some life out of my SX-100.  I found that the 
voltage on the plates of V12 (12AT7 - 2nd converter/oscillator in the 
sub-chassis) is at 25v rather than 90v.  Anyone have suggestions as to what 
this might mean or where to look next?  I did find that adjusting the 
primary or secondary of T9 seems to have no effect on tuning.  I dread the 
thought of tearing into that sub-chassis.
