I've been reading this entire thread with a fair degree of amazement.
While you definitely should follow the advice on the power cord, you should also check the antenna circuit from the output connector to the final anode area, and anywhere else it goes, including metering.
It's not impossible that someone added something that puts the ac voltage there. I wouldn't be surprised if someone tied the filament circuit to the antenna line somehow, I've seen stranger things. Also a pinched wire or loose ground somewhere may do something like that.
I bought a receiver Sunday in which a jumper had been added to the circuit board that wasn't screened on the board, nor was it in the schematic, and it made the front end self oscillate uselessly on one band.
Can't make assumptions with old rigs, or old houses or cars for that matter.
