[Hallicrafters] P-26 Power Supply

Well, I had to replace the original caps as they were both very leaky.  
I needed to be able to power up the transverters.  I bought and 
installed a pair of replacements from Tom, N0JMY.  They are insulated 
with a plastic sleeve.  If I had done as you did I wouldn't be concerned 
about safety.  If I can't resolve my concern with safety as they are, I 
may do as you did and replace the new capacitors with ones below chassis.
