I have found a product called "WHINK, RUST STAIN REMOVER". Originally I tried it to remove rust from carpet after a water pipe burst in the basement. It worked so well I tried it on a rig with rust rings around rivets. It worked very well. It is a liquid and just a drop on a cotton tip dabbed on the rivet and in 10 to 15 seconds the rust is gone. On heavy rust, wet it well and then brush with a small acid brush. It is a chemical reaction that releases the oxygen. 

It can be found in the cleaning supplies at the super market. Look for a brown bottle with yellow lettering and cap.
