Tom,

The Tiny Chiefs are just as bad as the old Black Beauties.

I'd replace them.  It isn't worth the grief to have them in and going 
bad.  Most likely they already have the same leakage as Black Beauties.

These even are in the SX-101 series.  They have, in my experience, with 
an old Heathkit C-3 capacitor tester, shown significant amount of 
leakage.  I simply replace them with an equivalent poly capacitor of 
correct/close value and usually about 600V rating.
