Tom, you are showing your age  :>)  GADO is now FSDO and has been for 
years.  And you are correct about the FCC not having any power over 
aviation except the FAA regulations require certification to repair and 
certify aircraft installations, maybe not now but up until about 1997 
they did.  Those people required GROL licenses.  At one time there was 
another group that offered certification, but I don't know now.
