I don't have a 28 and don't know the circuit, but of course I'll give some
advice anyway.
It may be that if you have a cap input filter that removing the first cap
will lower the voltage enough to be usable. Adding a fairly high inductance
choke in front of the existing filter will also help.
I wanted to lower the B+ in my Meissner Signal Shifter recently, to cool it
off and compensate for modern high line voltage. This fix took me down
about 75V and made a noticeable difference in heat generation. I'm sure the
filter caps were happier too. I just moved the input cap to the far side of
the choke and all is well.
However, you can undoubtedly use those unused LV windings to buck down the
peimary and get just what you need. The answer is looking right at you.
