He probably ran across the problem that has been discussed before.
Those capacitors are in use for bypassing. Glen Z. and I have spoke
about the issue, and the real solution is to replace the capacitors AND
add a resistance in parallel to make it equal to the "necessary" signal
the circuit needs.
Some of us have found this problem when restoring other radios. When
you go through and replace all the old plastic encapsulated paper caps,
you sometimes run into circuits where the designers were using and
designing their radios based on the available components. When modern
ones are popped in, sometimes you need to adjust things.
This gentleman probably does not know this, replaced them, found out the
circuit didn't function properly any longer, and put them back.
